Update: A settlement was reached and filed with several parties, resolving several cases, including cases that were appealed to the Supreme Court of Ohio and remanded to the PUCO for reconsideration. OMAEG members and some other customers will see rate reductions as a result of the settlement. In the settlement, AEP agreed to offset through a one-time bill credit the rate stability rider (RSR) charges to OMAEG members that would have been otherwise negatively affected by the revised RSR charge. Other large customers will also see savings from the implementation of the revised RSR in the settlement. Customers will also see a rate reduction in the form of a credit for significantly excessive earnings (SEET) in 2014, and Ohio Power customers will receive a $2/MWh reduction of their PIRR rate. Further, OMAEG negotiated early implementation of a limited Basic Transmission Cost Rider (BTCR) Pilot Program agreed to in AEP’s PPA rider case, and obtained an OMAEG participation level of 5 customer accounts for those members who may benefit from the program. The BTCR Pilot Program would provide GS-3 and GS-4 customers with interval metering capability the opportunity to opt-in to a pilot mechanism based on the eligible customer’s single annual transmission coincident peak demand.
