Update:  On May 2, 2014, OCC filed an application for rehearing of the Commission’s April 2, 2014 Opinion and Order approving the Stipulation and Recommendation.  The OCC argues that the Opinion and Order is unjust and unreasonable because the finding that the settlement was more beneficial than the public positions taken by the signatory parties undermines the negotiation process in settlement discussions.  The OCC also argues that the Commission unreasonably found that expenses associated with AEP Ohio’s use of Strom Services LLC were reasonable and prudent.
