Update: On November 1, 2013, AEP filed a letter with the Commission stating that its application was moot and, as such, withdrew its application without prejudice. The application was intended to establish a charge for customers who returned to the market rate offer after being served by a CRES provider, where the customer avoided paying the provider-of-last-resort (POLR) charge. The POLR charge was terminated, rendering AEP’s application moot.
