Update: Intervenors opposed to the PPA testified this week, including appearances made on behalf of the Ohio Consumers’ Counsel, Wal-Mart, IGS, and Sierra Club.  Staff witness Dr. Hisham Choueiki filed testimony in opposition to the PPA on the grounds that it does not meet the factors articulated by the Commission in its earlier order on AEP Ohio’s third electric security plan application. He did, however, note that a properly-structured PPA could be in the public interest. OMA Energy Group witness Dr. Edward Hill is scheduled to testify in opposition to the PPA this upcoming Monday. AEP Ohio has moved to strike certain portions of Dr. Hill’s pre-filed testimony. Other intervenor witnesses are scheduled to testify throughout the remainder of the week.
